Multiple permission

Hi! How can I create a user with multiple perimission? If I put it in more than one group, will each have the right?
I do'nt want to creat too many groups.
If my user is in Group1, and I would like put to Group2, correct if I create in DB two row to the user to Group1 and Gorup2 permission?

Update: Where can I modify the app, if I'd like set multiple role to a user? If I duplicate a user in DB (to Group1 and Group2), then only Group1 role activeted and I view only submenu to Gropu1. The submenu to Group2 is empty.

There is one user who only sees a submenu of one menu item (Rule 1) and there is another user who sees another (Rule 2).
I have a third user who I want to add so that both rules apply to it: so you can see the submenus of both menu items, but I don't want to create a third rule.

@machobymb‍ without creating the third rule the user can not have access to the two menu items.

I thought. Then I think about the rules and the permissions. Or I’m looking for a framework that can be combined.
