photo field broken across my site

I have a few pages that have a field called photo and it should display the option to click or drag photos into the field but something strange has happened and can't see what.   See screen shot as it just shows 2 lines.  It was working fine as i added some images with it.  

Has any one seen this before?

Same problem in Chrome....

Its only on localhost.....
