Can't help much with those messages, but I can tell I've tested PHPRad Vue version in different computers, with different software and hardware specs and never had a problem running it.

So, my first suggestion would be for you to try in some other computer or in a virtual machine with a clean Windows installation, because for the error messages it looks like it's a particular issue between you current computer and PHPRad
