How to show an alert each time some one post

Hi all i try to make a kind of notification system.
How can i show an alert each time some one post.
i want to show this alert for all.
is there any way to do in phprad.

Hi even I was looking for this thing Like a bell icon with number of notifications pending and upon click it should drop down to show the details. If anybody has any idea how to achieve this then please let me know
