PHPRad version 2.5.8 vs Classic version 2.3

Can you please tell me the differences between each version?

PHPRad classic is a jquery version of the application. So if you are more family with a traditional way of building application then PHPRad classic is the way to go. But if you want single page application with Vuejs PHPRad Vuejs edition is the tool.

So I was just prompted after starting PHPRad to download an update.  I am currently running 2.5.7 RadStudio but when I download classic it says the update is for 2.3?  What exactly should I be downloading?

There are two editions (Classic Edition and Vuejs Edition) of PHPRad. Both are different and uses different Framewor;

Classic Edition uses Jquery with PHP
Vuejs Edition Uses Vuejs with PHP as the API for Building Single Page Applications(SPA).

So you decide which one to use or you can equally use both.
