Information about the company that develops Phprad

Hello I would need to know information about the company that performs the platform, address, telefone contact, I am working with clients in tests in Europe and need to know what scope and regulations has the software and if it complies with HIPAA.
From the moment that a product is sold on Internet there is a commercial relationship that must be backed by a physical address.
