bug in roles and permissions?

I think it is a bug and quite big on roles and permissions. Create administrator and user role, where the user only has permissions on a table only. But when the user who has said permission enters the app, by going to the option above the login to my account, they can edit their profile and change their role to administrator. I did several tests and always the same result. If I remove the option to edit user roles and the user view, I cannot change any role. Any solution?

@ddiaz2380‍ this is not a bug, it is an issue that can be solved by creating a new add page for admin and disabling the field for other users and accounts.
